Chief Digital Officer, Welsh Government

The Welsh Government has an important and exciting Digital and Data agenda for Wales and wants to operate as a modern, digitally enabled Government. The appointment of a new Chief Digital Officer will act as a focal point, enabling the Welsh Government and people to maximise the opportunities offered by digital technologies.
Following a successful, transformation of our internal services we are now in an excellent position to continue building digital capability and modern, timely, cost effective digital and data services. The Chief Digital Officer will continue to capitalise on our strong position to transform ways of working within the Welsh Government.
Moving forward the ambition is to consolidate and build on the progress made with the internal agenda, and to move the focus onto an externally facing agenda – Digital Wales.
The Chief Digital Officer role has three broad areas:
- Providing leadership for Digital Wales, developing a higher profile for digital and data across all policy areas of Welsh Government and promoting a common vision for a Digital Wales Leading the internal use of digital and data tools to drive improved business delivery
- Maximising the quality and effectiveness of the Welsh Government’s citizen facing services
Core experience for Chief Digital Officer
- Demonstrate the ability to lead the development and delivery of effective Digital, Data and Technology strategy and policies.
- Successful delivery of large scale transformation and change programmes .
- A track record of building collaborations and providing effective direction for cross organisational teams.
- The ability to develop effective working relationships with a wide range of stakeholders inside and outside of Government.
- Demonstrate the knowledge, background and skills needed to provide effective professional leadership to those within the Digital, Data and Technology professions.
- Proven leadership and development for up to 100 FTE, and managing budgets up to £10m.
- Confident to support Ministers through offering well-judged and well evidenced advice; timely and effective business; and robust budget and resource management.
The Chief Digital Officer is not a technician role. It is primarily a strategic leadership role - we are looking for an exceptional leader to guide the very best digital outcomes for Wales.
