Senior Business Analyst - Public Sector

We are looking for an experienced Senior Business Analyst to join a major public sector organisation on an initial 6-month contract.

This is an excellent opportunity to work within a complex transformation environment, supporting the delivery and improvement of critical services. You will work across business, digital and operational teams to understand current challenges, define requirements and help shape effective, user-focused solutions.

Key Responsibilities

  • Lead business analysis activities across complex projects and transformation initiatives.

  • Engage with stakeholders across operational, technical and senior leadership teams to understand business needs and priorities.

  • Gather, analyse and document functional and non-functional requirements.

  • Facilitate workshops, interviews and discovery sessions with a broad range of stakeholders.

  • Map as-is and to-be processes, identifying opportunities for improvement and transformation.

  • Translate complex business requirements into clear, actionable outcomes for delivery teams.

  • Undertake gap analysis and support options assessment and solution development.

  • Work collaboratively within multidisciplinary Agile teams, including Product, Delivery, Architecture, User Research and Technical colleagues.

  • Support prioritisation of requirements, user stories and acceptance criteria.

  • Identify dependencies, risks and impacts associated with business and technology change.

  • Build strong relationships across organisational boundaries and effectively manage competing stakeholder priorities.

  • Provide business analysis leadership, coaching and best-practice guidance where required.

About You

We are looking for someone with:

  • Significant experience working as a Senior Business Analyst within large and complex organisations.

  • Strong experience delivering business analysis across transformation, digital or technology programmes.

  • Excellent requirements gathering and process mapping skills.

  • Strong workshop facilitation and stakeholder engagement experience.

  • Experience defining as-is/to-be processes, user stories, requirements and acceptance criteria.

  • Strong analytical and problem-solving skills.

  • Experience working within Agile and multidisciplinary delivery environments.

  • The ability to communicate complex information clearly to both technical and non-technical audiences.

  • Confidence engaging and influencing senior stakeholders.

  • A pragmatic, collaborative and delivery-focused approach.

Previous experience working within the public sector, central government or GDS-aligned environments would be highly advantageous.

Contract Length: 6 months initially
Location: Leeds / Remote
Working Pattern: Hybrid working, combining remote working with attendance in Leeds as required
