Product Manager - Public Sector
Contract: Initial 6 months

We are looking for an experienced Product Manager to join a large-scale digital transformation programme within the public sector on an initial 6-month contract.
Working as part of a multidisciplinary digital team, you will take ownership of product direction and delivery, ensuring services are driven by genuine user needs and deliver measurable value.
You'll work closely with user researchers, designers, engineers, business analysts, delivery managers and senior stakeholders to develop and continuously improve complex digital products and services.
Key Responsibilities
Own and communicate the product vision, strategy and roadmap.
Understand user needs and translate them into clear product priorities.
Develop, manage and prioritise product backlogs.
Make evidence-based decisions using user research, data and service performance.
Work collaboratively with multidisciplinary Agile delivery teams.
Define outcomes, success measures and product KPIs.
Manage competing priorities and make informed decisions around scope and delivery.
Build strong relationships with senior stakeholders and effectively manage differing requirements.
Identify dependencies, risks and opportunities throughout the product lifecycle.
Champion user-centred design and continuous improvement.
Support products and services through different phases of delivery, from Discovery and Alpha through to Beta and Live.
Skills & Experience
We're looking for candidates with:
Strong experience working as a Product Manager or Senior Product Manager within complex digital environments.
Experience delivering digital products and services within multidisciplinary teams.
Strong knowledge of Agile and user-centred design (UCD) approaches.
Experience developing product strategies, roadmaps and prioritised backlogs.
Excellent stakeholder management and influencing skills.
The ability to balance user needs, organisational objectives and technical considerations.
Strong experience using data, research and evidence to inform product decisions.
Experience working across the full digital service lifecycle.
Previous public sector or government experience would be highly advantageous.
Knowledge of GDS Service Standards and Government Service Manual would also be beneficial.
Working Arrangements
The role can be based from Birmingham, London or Leeds, with hybrid working across office/client locations and home. Candidates should therefore be comfortable with a mixture of remote and onsite working depending on programme requirements.
This is an initial 6-month contract, Inside IR35, with the opportunity to work on a significant public-sector digital transformation programme.
