About the Role

Harvey Nash's Public sector client is looking for a HR business Partner to act as a single point of contact to leaders and managers in aligned directorates, providing proactive, strategic and high-quality people advice/solutions that support the long-term strategic aims.

Lead activity on up to two of the specialist people knowledge areas - Volunteering, Employee Relations, People Systems and Analytics, Reward and Performance Management.

Main Duties:

  • Develop a thorough understanding of the strategic and operational aims and objectives of aligned directorates so as to be able to quickly develop and present appropriate people programs, solutions and advice to Directors, Leaders and Managers on all people matters.
  • Engage with other People Team specialists (Training and Development Manager, Resourcing Partner, Organisational Development Manager and Health and Safety Manager) where their knowledge and expertise is required for the development and implementation of specific people activities/interventions.
  • Lead on up to two of the specialist people knowledge areas - Volunteering, Employee Relations, People Systems and Analytics, Reward and Performance Management - to develop, drive and deliver people programs and processes that achieve meaningful results and align with organisational objectives. This includes the management of relevant external third-party suppliers to ensure performance standards and value for money.
  • Lead on the management and resolution of complex casework, assessing risk, devising appropriate case management strategies, coaching Directors, Leaders and Managers and seeking advice as appropriate from external employment law specialists.
  • Support the delivery of organisational change projects by coaching Directors, Leaders and Managers in the development of their business cases and providing expert support in the implementation process. This includes liaising with local and, as required, national trade union representatives, advising on consultation processes and internal communications, supporting redeployment processes and handling any related exits.
  • Use people trends and metrics in decision making and in the development of practical and appropriate people programs, policies and processes to meet strategic and operational needs.
  • Develop and regularly update people policies and procedures so that they meet strategic and operational objectives, employment legislation and are sector leading in terms of innovation and best practice.
  • Line manager support for up to two members of the People Team, setting objectives, supporting professional development, managing performance and acting as an escalation point as necessary.
  • Support role design and undertake role evaluation.
  • Support the wider People Team with additional projects and activities as required.

Essential Skills & Experience:

  • The identification and implementation of people programs, solutions and advice that supports the strategic and operational aims and objectives of directorates and the organisation.
  • The development and delivery of successful programs and processes in up to two specialist people knowledge area.
  • The development of people policies and procedures that fit organisational strategy, are legally compliant and are sector leading.
  • Directors, Leaders and Managers are coached to resolve complex employee relations cases through the use of resolution strategies that mitigate organisational risk.
  • Organisation change projects are successfully completed and achieve the intended organisational benefits through the provision of expert advice and implementation guidance.
  • People metrics used to facilitate evidence-based decision making regarding people matters.
  • Proactive and significant contribution to the success of the People Directorate.
