About the Programme
Our Public Sector client is building a new, universal Jobs & Careers Service to support the UK Government's growth mission and help reach an 80% employment rate. This national service will help individuals across the country move into higher-paid, higher-quality and more productive work, with a focus on communities facing the greatest employment barriers.
To deliver this, we are establishing agile, multi-disciplinary product teams working in a test-and-learn environment, shaping data-driven services based on real user insight from Pathfinder sites across the UK.
The Role
As a Senior Business Analyst, you will play a key role in defining and shaping end-to-end services that will transform how people find work and progression opportunities in the UK.
You will work closely with Product, Policy, Strategy, Operations and Delivery teams to translate citizen needs into clear user stories, business processes and deliverable outcomes.
This is a pivotal first-phase hire as the service stands up its delivery teams, ideal for an experienced BA who thrives in complexity, agile environments and large-scale digital transformation.
Key Responsibilities
Take ownership of elements of the end-to-end service vision and convert needs into clear business processes & user stories
Apply BA best practice and support wider BA community standards across the project
Lead workshops, interviews, and user-focused discovery activities
Translate business problems into epics, features, user stories & acceptance criteria (INVEST model, GIVEN/WHEN/THEN)
Work closely with stakeholders across policy, strategy, business operations & digital delivery
Model processes, identify improvements and analyse risks & benefits
Define test scenarios for sprint cycles, working closely with testers & developers
Advise Product Owner on backlog prioritisation & story preparation
Support development of business cases and cost/benefit analysis
Coach and mentor other BAs, contributing to the BA community of practice
About You
You will have:
✅ Proven experience as a Business Analyst in large-scale, Central Governement complex digital transformation
✅ Strong Agile delivery experience (Scrum, user-story writing, iterative delivery)
✅ Excellent stakeholder engagement & communication skills
✅ Ability to turn research & data into actionable user stories and service improvements
✅ Comfortable working in a fast-moving, test-and-learn environment
✅ Experience supporting product development across full software delivery lifecycle
