Job Title: Programme Manager - Risk Transformation (Contract)

Location: Hybrid (2 Days/Week in Yorkshire)
IR35: Inside
Duration: 6 Months+
Day Rate: up to £950 (DOE)

The Opportunity

We are seeking a hands-on Programme Manager to lead a major Risk Transformation programme for a leading Financial Services organisation. This is a high-impact contract role where you will drive delivery from day one, working closely with teams and senior stakeholders to land complex change.

You will own a multi-workstream programme focused on risk data, credit risk, reporting, controls, and regulatory compliance. This is not a governance-only role, you will be in the detail, unblocking issues, managing dependencies, and ensuring milestones are achieved.

Key Responsibilities

  • Full end-to-end leadership of a multi-year Risk Transformation programme
  • Mobilise and manageworkstreams covering:
    • Risk data and reporting (BCBS 239)
    • Controls uplift
    • Regulatory change (Basel III/IV, IFRS 9, ICAAP/ILAAP)
    • Credit Risk transformation
  • Manage RAID, dependencies, and integrated planning across multiple teams and vendors
  • Own budget management of £15-20M+ and ensure financial control
  • Lead and motivate teams of 20-30+ people, driving collaboration and accountability
  • Engage senior stakeholders (CRO, COO, CFO, regulators) and run SteerCos with clear, actionable reporting
  • Drive business change adoption and readiness for sustainable outcomes

Essential Experience

  • Hands-on delivery of large-scale programmes in the last 5 years (not just PMO oversight)
  • Deep expertise in Risk Transformation within Financial Services, with strong focus on Credit Risk
  • Proven experience managing budgets of £15-20M+ and leading teams of 20-30+ people
  • Strong knowledge of regulatory frameworks: BCBS 239, Basel III/IV, IFRS 9, ICAAP/ILAAP
  • Recent Agile delivery experience, alongside hybrid approaches (Agile and Waterfall for regulatory milestones)
  • Significant business change experience, reporting directly to C-Level executives (COO, CRO, CFO)
  • Ability to hit the ground running, drive transformation, and deliver outcomes from day one

Desirable Experience

  • Experience with vendor management and third-party delivery oversight
  • Familiarity with data lineage, risk modelling tools, and reporting platforms
  • Previous involvement in regulatory engagement and audit preparation
  • Exposure to large-scale credit risk model implementation or remediation
  • Strong understanding of operational risk frameworks and governance structures
