Test Manager - Contract (Inside IR35)

We're supporting a local Police force on an Oracle system implementation and need an experienced Test Manager to establish and lead testing from scratch within a highly regulated environment.
The Role
You'll own the full testing lifecycle, bringing structure, governance and best practice to ensure a robust and compliant delivery.
Key responsibilities:
- Define test strategy, plans, scope, and environments
- Lead and coordinate testing across functional, integration, system, UAT, and non-functional stages
- Provide clear reporting, including progress, risks, and test summaries
- Ensure alignment to QA standards and manage risk/mitigation
What We're Looking For
- Proven Test Manager experience on complex implementations
- Experience building testing capability from the ground up
- Background in regulated environments (public sector/policing ideal)
- Strong stakeholder engagement and a hands-on approach
