Programme Manager - Digital, Data & Technology

We are seeking an experienced Programme Manager to lead a complex Digital, Data and Technology workstream within a major public sector transformation programme focused on the transition of apprenticeship funding services and associated digital capabilities.

Key Responsibilities

  • Lead delivery of the Digital, Data and Technology workstream, managing plans, budgets, milestones, risks and dependencies.
  • Establish and maintain programme governance, reporting to senior stakeholders and programme boards.
  • Coordinate technology, data, systems and digital service transition activities to ensure operational readiness.
  • Manage cross-workstream dependencies and stakeholder engagement across multiple organisations.
  • Oversee managed service arrangements, supplier relationships and transition planning.
  • Lead multidisciplinary teams, including Business Analysts and technical specialists.
  • Drive data migration, systems integration and service readiness activities.
  • Produce clear programme reporting covering progress, costs, risks and delivery confidence.

Essential Experience

  • Proven Programme Management experience delivering complex digital, data and technology transformation programmes.
  • Strong background in organisational change, service transition or operational transformation.
  • Experience managing cross-organisational dependencies and senior stakeholder relationships.
  • Robust programme governance, financial management, risk and issue management expertise.
  • Experience overseeing managed services, outsourced delivery or transition arrangements.
  • Ability to lead multidisciplinary teams and influence without direct line management authority.
  • Excellent communication skills, including engagement at executive and board level.
  • Understanding of digital, data and technology operating models within public sector environments.
  • Experience working with Agile and traditional delivery methodologies.

Desirable Experience

  • MSP, PRINCE2 Practitioner or equivalent qualification.
  • Experience within the Scottish public sector or wider government environment.
  • Knowledge of workforce transition or TUPE-related programmes.
  • Familiarity with Microsoft Dynamics 365, Power Platform or similar enterprise platforms.
